Kerala on Thursday signed a Memorandum of Understanding (MoU) with the Central government to join the Pradhan Mantri Schools for Rising India (PM SHRI) scheme, officials confirmed. The move marks a major policy shift after months of political debate and hesitation within the ruling Left Democratic Front (LDF).

Initially, the state had opposed the scheme, expressing apprehension that participation might lead to the indirect implementation of the National Education Policy (NEP) in Kerala. Despite these reservations, the government has now decided to move forward with the agreement, setting aside objections raised by the coalition partner, the Communist Party of India (CPI).

Announcing the development, Minister for General Education and Labour V. Sivankutty said that the state’s decision to join the scheme has been formally communicated to the Centre. “This was the only way to secure the Centre’s share of ₹1,500 crore, which has been pending for various educational programmes in Kerala,” he said. The department secretary has also been directed to complete the signing process.

Central Aid for School Development

Under the PM SHRI scheme, the Central government aims to upgrade infrastructure in two schools from each block across the country. Each selected school will receive average financial assistance of ₹1 crore annually for five years, focusing on modern facilities, digital resources, and quality learning outcomes.

Although both the CPI(M) and the Department of General Education had earlier agreed to participate, the state government was forced to reconsider its stance twice following the CPI’s strong objections.

Sources indicated that the final decision to proceed was taken without placing the matter before the state Cabinet, underscoring the urgency to unlock central funds and enhance school development initiatives.
