Parliament has passed the Indian Institutes of Management (Amendment) Bill, 2025, officially clearing the path for the establishment of Assam’s first Indian Institute of Management (IIM) in Guwahati. The move marks a significant step toward expanding premier educational institutions in the Northeast, with IIM Guwahati becoming the second IIM in the region after IIM Shillong.

The Bill, tabled earlier this month, was passed in both Houses following a debate. Union Education Minister Dharmendra Pradhan hailed the decision as a “historic milestone” in Assam’s emergence as a hub of higher education. Taking to social media, Pradhan noted that IIM Guwahati would play a key role in addressing regional disparities, promoting world-class management education, and strengthening research and innovation in the area.

The new institute is being set up under a trilateral agreement involving the Union government, the Assam government, and the United Liberation Front of Asom (ULFA). The initiative forms part of a broader strategy to ensure long-term peace and development in Assam and to fulfill promises made under the Centre’s “Purvodaya” vision for the eastern region.

“This institute is not just an educational addition but a symbol of commitment toward integrating the ‘Ashtalakshmi’ states—the eight northeastern states—into India’s growth story,” said Pradhan.

Assam Chief Minister Himanta Biswa Sarma was also congratulated for his role in facilitating the project. With this development, Assam officially joins the national network of IIMs for the first time, offering local students greater access to quality education without the need to relocate to distant cities.

The presence of IIM Guwahati is expected to attract top-tier faculty, foster corporate partnerships, and spur research-driven development in the region. It is also seen as a critical step in boosting local employment and entrepreneurial opportunities, in line with the Centre’s larger agenda for inclusive development.
